These are unissued packs of 50 Efka brand cigarette rolling papers, still in their green printed paper wrapping. Each is labeled 50 Blatt (50 sheets) at the top, over the maker's name and logo:

This translates to:
Finest cigarette paper
Efka
Best raw materials! Snow-white fire!
The packs measure 1 5/8" x 2 5/8", so we assume that the rolling papers themselves are a similar size, possibly folded in half.
A great bit of German WWII militaria, perfect for adding that extra bit of authenticity to a display!
